IMPORTANT ANNOUNCEMENT

Suspension of Certificate of Entry (COE) Issuance for Non-Thai nationals

Due to the prevailing COVID-19 situation, the center for COVID-19 Situation Administration (CCSA) has ordered suspension of Certificate of Entry (COE) issuance for non-Thai nationals travelling from Maldives or having travel history to Maldives within the last 21 days until further notice.

Please note that in addition to a valid visa or visa exemption, a Certificate of Entry (COE) is also required to enter into Thailand at this time, irrespective of your point of entry. While the suspension of COE issuance is in effect, except Thai nationals, all non-Thai nationals travelling from Maldives or having travel history to the Maldives within the last 21 days will not be granted entry into Thailand (including Phuket).

Check your eligibility to travel to Thailand

In accordance with the Regulation issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005), as amended, the following persons are permitted to enter Thailand

1. Persons with exemption or persons being considered, permitted or invited by the Prime Minister, or the head of responsible persons accountable for resolving state of emergency issues to enter the Kingdom, pertaining to necessity. Such consideration, permission or invitation may be subject to specified conditions and time limits.
2. Persons on diplomatic or consular missions or under International organizations, or representatives of foreign government performing their duties in the Kingdom, or persons of other international agencies as permitted by the Ministry of Foreign Affairs pertaining to necessity, including their spouse, parents, or children.
3. Carriers of necessary goods, subject to immediate return after completion.
4. Crew members who are required to travel into the Kingdom on a mission, and have a specified date and time for return.
5. Non-Thai nationals who are spouses, parents, or children of Thai nationals.
6. Non-Thai nationals who hold a Certificate of Residence, including their spouses and children.
7. Non-Thai nationals who have work permit or have been granted permission to work in the Kingdom in accordance with Thai laws, including their spouses and children, or foreign workers who have been granted exemption from the government to temporarily stay in the Kingdom and permitted to work through their employers or licensees who are permitted to bring in foreign workers to work in the Kingdom.
8. Non-Thai nationals who wish to travel to Thailand for a business meeting or investment.
9. Non-Thai nationals who are students of educational institutions approved by Thai authorities, including their parents or guardians, excluding students of non-formal educational institutions in accordance with the law on Private schools and of other similar private educational institutions.
10. Non-Thai nationals who are in need of medical treatment in Thailand, and their accompanying persons. However, this shall not include medical treatment for COVID–19.
11. Non-Thai nationals who have been granted permission to enter into the Kingdom under special arrangements between Thai government agencies and other countries, or persons or groups of persons who have been granted permission by the Prime Minister upon the submission for consider after the examination and review by the Ad Hoc Committee for the Consideration of the Relaxation of the Enforcement of Measures to Present and Suppress the Spread of the Communicable Disease Coronavirus 2019 (COVID-19), and shall comply with disease prevention measures determined by the Ad Hoc Committee. Persons in need of medical treatment, including three accompanying persons.
12. Non-Thai nationals who hold valid Non-Immigrant Visa “O-A” / “O-X”, Retirement visa, Thailand Elite visa or APEC card.
13. Non-Thai nationals wish to travel to Thailand for tourist purpose.

Guideline for Thai nationals in Maldives and Sri Lanka who wish to travel to Thailand

1. Apply for a Certificate of Entry (COE) at the link below;

***a Thai national must apply for a COE at least 7 days before the departure date***
(COE issuance is free of charge)

1.1 The COE application is comprised of two steps. You will receive a confirmation email along with 6-digit code once the first step of the COE application is completed.

1.2 Once the first step of the COE application is approved, you may purchase a plane ticket from an airline of your choice and reserve an alternative quarantine (AQ) from the websites listed below;

From 1 July 2021, all air passengers travelling to Thailand need to have AQ booking confirmation.

1.5 Thai nationals in Maldives and Sri Lanka cannot participate in Phuket Sandbox project since the two countries are not the targeted countries of Phuket Sandbox.

2. Obtain COVID-Free Certificate according to each airline regulation. (All Passengers travelling with Qatar Airways are required to present the COVID PCR test result at a check-in counter.) The embassy recommend that all Thai nationals get a COVID-19 PCR Testing result with the validity of 72 hours prior to check-in at the airline counter.

3. Documents required for travel are as follow;
- Passport
- Certificate of return to Thailand (CoE)
- Air ticket
- AQ booking confirmation

Non-Thai nationals visiting Thailand

Non-Thai passport holders from the countries listed below under Tourist Visa Scheme and Bilateral Arrangement are exempted to obtain visa prior to their travel to Thailand but should complete other steps mentioned below.

1. Visa (exempted)

Passport holders from the following countries/territory are not required to obtain a visa when entering Thailand for tourism purposes and will be permitted to stay in the Kingdom for a period of not exceeding 30 days (45 days if travelling before 30 September 2021) on each visit:

Tourist Visa Exemption Scheme: Andora, Australia, Austria, Bahrain, Belgium, Brazil, Brunei Darussalam, Canada, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Indonesia, Ireland, Israel, Italy, Japan, Korea, Kuwait, Latvia, Liechtenstein. Lithuania, Luxembourg, Malaysia, Maldives, Mauritius, Monaco, Netherlands, New Zealand, Norway, Oman, Peru, Philippines, Poland, Portugal, Qatar, San Marino, Singapore, Slovakia, Slovenia, Spain, South Africa, Sweden, Switzerland, Ukraine, Sweden, UAE, UK, USA, Vietnam

Bilateral Agreement arrangement: Lao, Macau, Mongolia, Russia

Note: For 30 days Tourist Visa Exemption Scheme, stay duration has been revised to 45 days effective from 22 December 2020 until 30 September 2021.


2) Apply for Thailand's Certificate of Entry (COE) – (must apply 7 days prior to departure)

The registration to obtain Thailand's Certificate of Entry (COE) is divided into two parts: Pre-approval and Issuance of COE. The full guideline for this process is available at https://coethailand.mfa.go.th/images/ENCOERegistrationGuideFinal04112020.pdf

2.1 Pre-approval

Before you apply you must obtain/complete the following:

a) Get a copy of your valid passport biodata page in either jpg, jpeg, gif, png or pdf format to upload into the website.

b) Purchase an insurance policy (in English) which expressly covers treatment and medical expenses in relation to COVID-19, with minimum coverage of 100,000 USD. The insurance must cover the total duration of stay in Thailand. Non-Thai nationals may obtain this insurance policy from either http://covid19.tgia.org/ or any other insurance provider. However the policy must clearly state it covers treatment and medical expenses related to COVID-19 for the entire duration of your stay and the minimum coverage must be 100,000 USD. The insurance policy would need to be uploaded to the website when you complete your application for COE.

Once you are ready to apply for Thailand's Certificate of Entry (COE) visit the following website to submit your application (must apply 7 days prior to departure):

Once application is completed you may check the status of your application approval also from the above website from Check Application Menu.

2.2 Issuance of COE (once your application has been pre-approved)

Once your application has been pre-approved (usually within 3 days), please obtain/complete the following:

a) Purchase your airline ticket. At present, air operators are permitted to operate semi-commercial flights to Thailand, such as Emirates (DXB-BKK: EK384); Qatar Airways (DOH-BKK: QR 830 & QR836); Etihad Airways (AUH-BKK: EY406); Singapore Airlines (SIN-BKK - SQ 976) etc… You may purchase ticket from any airline that travels to Thailand.

b) Starting from 1 May 2021, all non-Thai nationals are required to purchase a 14-day quarantine package at either ASQ AHQ or ALQ in order to obtain COE Please visit http://www.hsscovid.com/ for more information on ASQ AHQ and ALQ (only ALQs in CHONBURI and PRACHINBURI provinces are allowed for non-Thai nationals arriving to Bangkok).

c) Please ensure you have your airline ticket and receipt for quarantine package in either jpg, jpeg, gif, png or pdf format as these documents would be required to upload to the website to obtain COE.

Once you are ready to apply for Thailand's Certificate of Entry (COE) visit the following website again to submit your application (you must submit these document within 15 days of pre-approval):

Once in the website go to “Confirm-Trip” menu to upload these documents. If you do not submit the required documents within 15 days, the system will automatically cancel your application and in such case you will have to start the process again.

If all your documents are in order, your COE will normally be issued within 3 working days after submission of the above documents. You may check the status of your application at “Check the Result” menu. Once the COE is granted, you can download the COE directly from the website.

3) Obtain necessary medical certificates

Once you have received your COE, please obtain/complete the following:

a) Medical Certificate with a laboratory result indicating that COVID-19 is not detected, using RT-PCR method, which has been certified or issued no more than 72 hours before departure.

4) Documents you should carry with you when to go to check-in to the airport for your trip:

a) Passport
b) Valid Thai visa/entry permit
c) Plane ticket
d) Certificate of Entry (COE) issued from https://coethailand.mfa.go.th/
e) Insurance Policy which covers treatment and medical expenses in relation to COVID-19, with a minimum coverage of 100,000 USD
f) COVID-free Certificate issued no more than 72 hours before departure

To apply for Tourist visa, complete the following steps:

b) Once all documents are in order, the embassy will inform the applicant via email to send their passport, original of the visa application and visa fee to the Royal Thai Embassy in Colombo via courier services or by alternative arrangement. Please note that you will also be responsible to make arrangements either via courier services or otherwise to get back your passport once visa is issued.

c) Visa process usually takes 5 working days to complete once the passport and other documents are received by the Embassy. Embassy will inform the applicant via email when the visa is issued and passport is ready to be collected.

2.1 Pre-approval

Before you apply you must obtain/complete the following:

a) Get a copy of your valid passport biodata page in either jpg, jpeg, gif, png or pdf format to upload into the website.

b) Purchase an insurance policy (in English) which expressly covers treatment and medical expenses in relation to COVID-19, with minimum coverage of 100,000 USD. The insurance must cover the total duration of stay in Thailand. Non-Thai nationals may obtain this insurance policy from either http://covid19.tgia.org/ or any other insurance provider. However the policy must clearly state it covers treatment and medical expenses related to COVID-19 for the entire duration of your stay and the minimum coverage must be 100,000 USD. The insurance policy would need to be uploaded to the website when you complete your application for COE.

Once you are ready to apply for Thailand's Certificate of Entry (COE) visit the following website to submit your application (must apply 7 days prior to departure):

At present, air operators are permitted to operate semi-commercial flights to Thailand, such as Emirates (DXB-BKK: EK384); Qatar Airways (DOH-BKK: QR 830 & QR836); Etihad Airways (AUH-BKK: EY406); Singapore Airlines (SIN-BKK - SQ 976) etc… You may purchase ticket from any airline that travels to Thailand.

b) Starting from 1 May 2021, all non-Thai nationals are required to purchase a 14-day quarantine package at either ASQ AHQ or ALQ in order to obtain COE Please visit http://www.hsscovid.com/ for more information on ASQ AHQ and ALQ (only ALQs in CHONBURI and PRACHINBURI provinces are allowed for non-Thai nationals arriving to Bangkok).

c) Please ensure you have your airline ticket and receipt for quarantine package in either jpg, jpeg, gif, png or pdf format as these documents would be required to upload to the website to obtain COE.

Once you are ready to apply for Thailand's Certificate of Entry (COE) visit the following website again to submit your application (you must submit these document within 15 days of pre-approval):

Once in the website go to “Confirm-Trip” menu to upload these documents. If you do not submit the required documents within 15 days, the system will automatically cancel your application and in such case you will have to start the process again.

If all your documents are in order, your COE will normally be issued within 3 working days after submission of the above documents. You may check the status of your application at “Check the Result” menu. Once the COE is granted, you can download the COE directly from the website.

3) Obtain necessary medical certificates

Once you have received your COE, please obtain/complete the following:

a) Medical Certificate with a laboratory result indicating that COVID-19 is not detected, using RT-PCR method, which has been certified or issued no more than 72 hours before departure.

4) Documents you should carry with you when to go to check-in to the airport for your trip:

a) Passport
b) Valid Thai visa/entry permit
c) Plane ticket
